The Marvin Andrews and Jane Morris Local Government Fellowship, which leads to a master's degree in public administration or public policy, is designed to identify the country’s most talented students aspiring to executive levels in local government.

The Marvin Andrews and Jane Morris Local Government Fellowship prepares the nation’s most talented graduate students pursuing their Master of Public Administration or Public Policy for executive management careers in city, town and county governments. It’s named for the late Marvin Andrews and Jane Morris, who modeled the highest values of public service. The Fellowship builds on their enduring legacy to provide fellows with hands-on professional experience, mentorship from respected local government professionals and the quality education necessary to drive innovation and excellence in public service. 

Benefits include

  • Paid 20 hours per week at $20 per hour for both years
  • Qualified Tuition Reduction subject to IRS taxes*
  • Currently, Program Fees are covered by Fellowship Funds, but all other Graduate and 

    Student Fees are Fellows responsibility

  • International City/County Management Association conferences as well as other local and state local government webinars and events

*The IRS allows employers to offer employees up to $5,250 in tax-exempt graduate tuition assistance annually. As part-time ASU employees enrolled in graduate programs, Fellows receive in-state tuition discounts that exceed this threshold, making the amount above $5,250 taxable income. The tax impact is most significant during the Fall semester of the second year, since Fellows will have already used the full $5,250 tax-free benefit during the Spring semester of that calendar year. Despite the taxable portion, the tuition reduction remains substantial, covering on average approximately 90% - 93% of base tuition costs.
